Collum said the district’s enrollment, though it dropped a little this year, has steadily grown over the past several years.
“On enrollment trends, we’ve grown quite a bit in the past 10 years,” he said. “In 2008, we had about 4,000 kids, and now we are pushing 5,000 kids. It’s good to see we are still on a steady rise. This year we dropped about 35 to 40 kids but over the past 10 years we have steadily grown.”
Collum said students’ attendance rates remain high, and the district’s fastest growing campus is the junior high campus with about 1,200 students. The district’s largest campus is the high school campus at about 1,500 students.
The high school’s graduation rate also remains high, he said.
“I have to brag on this graduation rate,” Collum said. “This is something to brag on — a 99.4 percent graduation is absolutely incredible. ”
Collum also addressed the district’s State of Texas Assessments of Academic Readiness scores in comparison to the state and area districts.
“Proficiency levels in STAAR — do we still have work to do? yes, we do — but our students overall and teachers overall are doing well compared to the state and the region,” he said.
Collum then praised the district’s staff.
“A little over 50 percent of our staff are teachers. We still carry a very high student to admin ratio — for every 563 students, we have one central office administrator. That means we are doing a lot with fewer people but still carrying high academics and high performance levels across the region,” Collum said.
Collum also said the district has worked hard to close gaps in salaries.
“Teachers on the beginning levels coming in — yes, our base salary is lower — but we have done some work to see how we can continue to raise that. But you can see the longer they stay in our system, we really start catching up with peer groups and the districts around us, so we are closing that gap,” Collum said.

Collum said the district’s goal the past year was to retain their superior financial rating and achieve an “A” rating in accountability.
“Just as a recap, one of the goals was to get a superior rating, and we met that goal,” he said. “Another goal was to get an ‘A’ academically, and we met that goal. Multiple staff continue to receive awards at the state and national levels, and I give them credit where credit is due. We have great staff and great kids. The district was named No. 22 in the state of Texas, according to U.S. News.”
In the future, Collum said the board wants to continue to look at its facilities long range.
“We’ve got some work to do around the corner, and I’m excited about that,” Collum said. “We want to continue to address staff salaries and compensation plans, and that needs to stay at the top of the list every year. We need to address maintenance plans, fleet and bus plans, address additional safety measures across the district and analyze ways to increase district resources long term while being fiscally responsible and maintaining high academic standards.”
Although some people believe that the STAAR assessment shouldn’t be canceled, you will see why we should examine the more immensely colossal picture and rescind it. The question everyone's asking is if the STAAR should or shouldn’t be. I know how much people care about keeping the STAAR assessment and I agree with them to a certain extent. But that’s why we should take another look at it. I strongly recommend we cancel the STAAR assessment for the year of 2017/2018.
To commence, the first reason why we should cancel the STAAR is that it is a long, timed test that can determine if you are going to pass or not. The test always makes you nervous and it adds pressure. Just like Texas Assessments of Knowledge and Skills (TAKS) assessments, STAAR assessments are timed test with a stringent four-hour time limit, which increments the stress level for students that are taking it. When students take major grade assessments, we tend to get anxiety. We gain an incredible amount of negative thoughts. For example, “I’m never going to pass this test”. That is a form of mental stress. Another form of anxiety is physical stress, which is what most children challenge with while taking the STAAR assessment. Physical stress includes nausea, muscle tension, sweaty palms, rapid heartbeat, and even shortness of breath. So giving that information, students shouldn’t be tested on a timed test that adds pressure.
Texas is paying a billion dollar company, four hundred sixty-eight million dollars for a five-year testing contract. With this amount of money, we could reconstitute schools, homes, and other buildings that have been damaged by Hurricane Harvey. The company name is Pearson. Their name may be familiar because of the recent errors on the test. It cost as much as thirty million dollars to build and furnish a public high school, thirty-six thousand dollars to build and furnish a middle school and even less to build an elementary school. With this insanely amount of money they are spending on a test, we could build more schools, repair damaged homes and buildings. If there are more schools and more kids, there is going to be a ton of students graduating high school. In 2016 there was an estimated, eighty-eight percent of high schoolers that graduated from high school. According to, The Atlantic, study shows eighty-one percent of high school graduates have great jobs and the percentage is increasing every single year. We could build more homes and other buildings that were destroyed during the natural disaster, Hurricane Harvey.
Students should not, not graduate because of one test they did not pass. I believe if these students been learning and working hard the whole year they shouldn't be retained because they have made a couple mistakes on a timed test. According to, savetxschools., “All students must pass all EOC assessments to graduate from high school, which mean a minimum of fifteen standardized assessments” (1). In other words, its fifteen major tests you have to pass including, regular coursework, final exams and other classroom requirements (Homework). Your child could earn an A or B in a subject but still fail if he/she does not do well on the test. The stakes are especially high for fifth and eighth graders because we have four STAAR assessments and we have to pass all four to pass. Although, they give us 3 times to take it (12 hours), with all the anxiety we get there still would be a high chance of not passing. As a result, STAAR assessments must count for an abundance of a student grade and average, failure to do well on a single standardized test may prevent a student from graduating or passing to the next grade.
A student's brain is not ready or wired for the kind of thinking that’s required by the STAAR. The STAAR assessment doesn’t even test us on what we have learned a majority of the school year. According to, Save Texas Schools, “The STAAR assessment should accurately assess students abilities with the Texas Essential Knowledge and Skills (TEKS) associated with each subject”(3). Given that information, all the low scores that students are receiving is because it appears the exams are not matching what the children learn in school. Many people ask “Why is there such a disconnect”, some people would argue and say that the test is written poorly, while others say teachers are not doing a good job teaching the required TEKS. Children just have not developed the abilities they need for this material. “Today’s education movement focuses on “abstract thinking”- having students use involute reasoning and the faculty to cogitate objects, principles, and ideas that are not physically present”(3), according to, Save Texas Schools. In other words, students shouldn't be tested on anything they have never learned.
All things considered, some people may say that we should keep the STAAR assessment because it avails students to get ready for major test and exams we have in the future (college). I agree with them to a certain extent, but there’s other ways we can track what students have learned over a school year. According to, National Public Radio, unlike the rest of the U.K, it has no specifically government-mandated school test… Schools administer a sampling survey of math and literacy, and there is a series high-school-exit/ college entrance exams that are high stakes for students… These are designed to measure higher-order skills like creativity, student’s well-being and technological literacy as well as traditional academics… Inspectors observe lessons, look at students work and interview both students and the staff members. So there is other ways rather than taking a timed test that integrates pressure, very expensive, not over what we learn over the school year and fails you from a couple mistakes.
SPRING, TX — Addressing an audience of 200 people at Spring ISD's inaugural State of the District on Wednesday, Superintendent Rodney Watson urged community leaders, business partners, elected officials and district employees to partner with the district as it creates more opportunities and choice for students and families.
"In 2015, I stood before many of you all and asked you to believe in Spring," Watson said. "I asked you to envision where this community and this district could go. Today, hopefully you realize that your belief in Spring ISD has not gone to waste."
The event, the first of its kind for Spring ISD, marked the announcement of several new initiatives for the district, including plans to offer a Spanish dual-language program in three elementary schools this fall, a new specialty program at Bailey Middle School, the development of a new middle school that will serve as a military prep academy, and an innovative partnership with Emerge, a Houston-based college readiness program that works with high-potential students from underserved communities who want to attend selective colleges and universities.
"Emerge helps students develop college application skills and interview skills, as well as taking them to visit Ivy League schools," said Watson, noting that the program was fully funded by a donor. "Emerge expands students' horizons, then helps them reach those horizons."
Watson's address on Wednesday at Southwestern Energy, located in an area that will soon see the addition of 1,600 Exxon Mobil Corp. employees, comes as the district reaches the mid-point of its five-year strategic plan, Every Child 2020.
During the breakfast event, Watson outlined key accomplishments since the launch of the plan in May 2015, less than a year after he was named to the district's top job.
"We've done a lot of work, beginning in the first years with the development of a lot of new systems, structures, processes and procedures," Watson said. "This year, the third year of our strategic plan, we're looking at getting a return on that."
Watson detailed some of that growth during his presentation, including improved results on the State of Texas Assessments of Academic Readiness (STAAR).
The district, Watson said, has seen gains in students' math and science scores, while also bucking a statewide downward trend by recording small gains in third-grade reading scores. Other areas of marked improvement noted by Watson included college readiness; the expansion of prekindergarten and early childhood programs; a newly refocused and strengthened literacy plan; higher teacher salaries; and significant gains in the area of family and community engagement, including both volunteers and volunteer hours spent in Spring ISD schools.
"We want our community, as well as our families, inside of our schools," Watson said. "We know that we can't do it by ourselves, and one way to get support is to open the doors, to make sure our parents feel welcome enough to come in and be engaged in what's going on."
One of the district's biggest milestones since the launch of its strategic plan came in November 2016, when area voters approved passage of a $330 million bond to support facility, technology, and safety and security improvements across the district.
On Wednesday, Watson showed off renderings for several new facilities, including a replacement campus for Roberson Middle School, as well as a new Middle School in the Northgate Crossing area, both set to open in the third quarter of 2019.
He also lauded expanded transportation offerings and a range of technology improvements, such as the purchase of more than 8,000 laptops and Chromebooks that are now serving students and teachers in district classrooms, thanks to community support of the bond.
Despite all the positive growth and change, Watson emphasized that the district still has much work to do.
"We're focused on the road ahead and what needs to be accomplished," he said. "We're taking those specific steps necessary to ensure that our teachers have the resources they need, that they have the training they need, and that our students are getting the instruction they need."
During his remarks, the superintendent thanked all those who had helped make the gathering possible, including Southwestern Energy, which hosted the event and the Spring ISD Education Foundation, which sponsored the gathering.
"We believe in our students in Spring ISD," said Board of Trustees President Rhonda Newhouse. "We believe that when we truly engage them and support them in their learning, then they can soar like eagles."
Attendees were greeted by student performances, including the Lewis Elementary School choir and the Mustang Madrigal Minstrels from Westfield High School. Cadets from Spring High School's Navy JROTC unit were also on hand to present the colors and lead the recitation of the U.S. and Texas pledges.Also on hand to speak to the crowd were Dekaney High School students Trevonte Mitchell and Tierra Edmonds, who introduced the superintendent, spoke about their own experiences as students in the district, and discussed the event's broader purpose.
"It's about updating members of the community about what the district is doing," Mitchell said. "It's also about giving them an inside look at the people, passion and purpose that make it possible for teachers and students to be successful."
Among elected officials at the event were representatives from the offices of State Senator Paul Bettencourt, State Representative Jarvis Johnson, and Harris County Precinct 4 Commissioner Jack Cagle.
State Representative Valoree Swanson, whose district includes portions of Spring ISD, was in attendance, as was U.S. Congresswoman Sheila Jackson Lee, who joined Watson onstage following the keynote to offer a few words of encouragement to those in attendance.
"Sitting in my seat this morning," Lee told the crowd, "I feel like I have run a marathon with Dr. Watson and Spring ISD, and I am no ways tired. I'm just excited."
Lee went on to speak about the positive effects public schools can have on communities and students' lives, stressing that public schools continue to offer an important option and a valuable service through their broad educational mandate and commitment.
"There is no throwaway child," Lee said. "Public school education is a door-opener."
Watson concluded his own presentation by thanking all the attendees, inviting them once more to reflect on the people, passion and purpose that are pushing Spring ISD toward further growth and success.
"It goes back to asking, what is our purpose and where is it that we're trying to go? We know that we cannot achieve our goals and reach our dreams without individuals much like you who are sitting in this audience," he said. "We know that we can't achieve our vision without great leaders in our schools, without great trustees, without great community members, without great teachers. We truly believe that if we focus more on people, tap into their passion, and help connect them to their purpose, then there's nothing that we can't do to achieve success."
