If we are serious about making this a moon shot for our generation, the President and Congress must take a number of bigger, bolder steps to move the U.S. toward renewable fuels and energy independence:

    Encourage energy efficiency throughout the economy, from homes to businesses. The United States uses far more energy to produce one unit of economic output than most other industrialized countries. If we consumed energy at the same rate per unit of GDP as France or Japan, our consumption would fall by almost 30%, all else being equal. That's a big saving, and strong efficiency mandates can change that.

    Gradually tax carbon. If carbon pollution continues to carry no cost, the market will be hampered in spearheading a clean energy revolution. That's why we need a straight carbon tax, which is preferable to complicated programs like "cap and trade." Of course, many people object, saying that taxes hurt economic growth. But there's no reason carbon taxes can't be fully or partly "revenue neutral" - offset by cuts in the payroll tax, for instance.

    Mandate an aggressive national renewable energy standard, rather than allowing the uneven patchwork of state-by-state standards to persist. This new standard would require that a certain percentage of power sold by utilities be generated via renewable (nonfossil-fuel) energy such as wind, solar, biomass and geothermal. That will push them to go greener like few other things could.

    Change how utilities are rewarded. Now, the profits of utilities are tied to how much energy they sell. So they have an incentive to sell, sell, sell, even if it wastes a lot of energy. Consumers certainly play along, using far more energy than they need. Instead, we should create incentives that reward utilities for meeting their customers' energy needs, without overproducing and overselling.

    Finally build a national electric grid, one that can carry renewable power from where it's produced - concentrated solar energy in the desert Southwest, wind energy in the Great Plains - to where it's needed in the Northeast, Midwest, and so on. At present, we are far from being able to do that, which means we can't use our renewable resources effectively.

    Such an electric grid could also help run electric cars on a mass scale - another critical goal of any serious energy policy. The much-hyped Chevy Volt will not just rise or fall on its own quality; it and other plug-in cars will depend largely on a new electricity infrastructure that has yet to meet the road.

    These steps are not fantasy. They are doable. They could jumpstart our economy, enhance our national security, protect the environment, defund countries like Iran and create millions of jobs that can't be outsourced.

    If the United States fails to act, we will fail on all these fronts, and countries like China and India will race ahead, while we race to the bottom.

    That is a recipe for American decline.
