    All critical alarms should use the SDN as the communications mechanism and use the GUI as the alarm handling interface.  It is very important that these critical alarms are issued to the GUI contractor.

    Events that, if not responded to with due speed could seriously or significantly affect the University's reputation or standing in the academic or research communities are considered critical alarms (eg failure of a freezer housing important research material).

    Alarms such as life safety systems (fire, panic  (duress), disabled call, lift call etc) and property critical alarms would typically be considered critical alarms as the University would expect these alarms to be centrally monitored and responded.

    All critical alarms will be monitored and alarms received will be actioned 24 hours a day.

    The GUI contractor maintains an IP address sheet to ensure IP addresses are only used once.  The Project Manager and/or Faculty representative shall liaise with the GUI contractor for allocation of IP addresses.

    The University BMS manager issues LAN numbers and outstation address ranges, and assigns UDP numbers.  The BMS architecture must be agreed with the University BMS Manager before commencing any works.

    The BMS contractor shall issue to the University BMS manager a list of VCNC's used in either controllers or Xtends, IQ Eyes, IQ4NC's, etc.

    The University BMS Manager will assess if and how equipment can be connected to the Secure Data Network (SDN).

    All SIP interfaces shall be installed on a separate LAN from IQ3/4 controllers.  LAN number to be issued by BEMS manager.

    It is important that a TIME MASTER controller is not installed, unless a different UDP is used on a site which is different from the default of 57612.

    Consideration must take place to include identification on the BMS and GUI of when panel switches have been put into the 'HAND' position.

    If it is determined that the requested equipment can be connected to the SDN and the appropriate monitoring service provided, the Project Manager will arrange for the installation and commissioning of the necessary infrastructure installation or extensions, interface equipment and software engineering.

    Associated costs will be charged to the Project or Faculty.

    The following hardware and software will be provided:

    Trend OPC Server

    The initial TSITE file will be created by the BMS contractor using System Engineering Tool (SET) and can then be modified by Toolset Lite.

    The OPC is configured using Trend Toolset Lite.  Toolset Lite is used to connect to the Trend network and learns what devices are visible on that site and generates a .TSITE file, which is an .xml based file.  The .TSITE file is then placed in a directory on the Server that is to be installed with the Trend OPC software that is used to monitor the required site(s) via the graphical OPC software.  The .TSITE file is programmed to connect to the site using a VCNC of a Trend ethernet compatible device, such as an IQ3 or IQ3 Extend.  It is this selected device that the OPC gains access via the view the whole Trend site.  The University of Bristol's Trend OPC is being installed on the Secure Data Network, which is based on IP.  For that reason, sites that have either IQ2 or IQ3 Lan controllers must be connected to the SDN via an IQ Extend device as they cannot communicate over Ethernet.  The Extend device then acts as the bridge between IP and Trend Current LAN.  It is also this controller that provides the VCNC connection between the OPC and Trend site.  Sites installed with less than 3 standard IQ3 controllers, with inter-controller communication across IP as standard, do require an Extend.  Sites with multiple controllers must communicate through an IQ3 Extend.  There needs to be at least 3 VCNC ports available per sub-net.

    Each IQ Extend must be addressed with a University of Bristol issued IP addresses, that is specific to that particular site.  The SDN is then configured so that the OPC server has access to subnet range remotely.

    Once a connection is established with the site in Toolset, each controller must be learnt.  This is achieved by right-clicking on each Trend device and learning each module that is required to be displayed across the OPC; typically these are digital inputs, drivers, knobs, sensors, switches and timezones and the address module.

    Once each device has been learnt on site, the .TSITE file is saved. In order to limit the amount of tags (each displayable item of a module (value, label, type etc)) un-required tags must be stripped from modules.  The more tags there are on a site the slower the Trend OPC operates, with approximately 30,000 tags being the recommended limit of a single Trend OPC licence.  If the number of tags expected exceeds this amount then a second OPC server will be required (hardware and licence).

    Below is a list of tags that are to be displayed on the OPC - as IQ3 and IQ2 module structures are slightly different as the ID tag have different references. To strip a module, either the group of modules or a single module number can be selected,  and by right clicking selecting strip.  The tag ID that is to be kept is then entered in the subsequent box.

    Alarms generated on the Trend site can be routed to the OPC server in one of two ways, depending whether the Trend site is IQ Ethernet or IQ2/IQ Lan.  Each alarm is configured within the Trend controller in the same way as if it was a local Trend site.  If the Trend site is IQ Lan the Trend alarms must be sent from each controller to the outstation address of the VCNC that the OPC server is connected to the site via, ie the outstation of the IQ Extend device.  If the site is native IQ, the controllers are able to send alarms directly over IP and so alarms are routed to the IP address of the OPC server from the alarm module within the Trend controller.  It is important that the address module of each IQ Ethernet or Extend device, that is going to be sending alarms to the OPC server, is learnt as part of the TSITE file.  Failure to do this will result in alarms not being routed to the OPC.  Alarms must also be assigned to a Group eg Group 1 in IQ controller device.  If an IQ Extend is used as part of a network it should be used as an alarm handler for all IQ's on the network.

    Alarms generated within controllers should also be sent to the main BMS Trend 963 located in 1-9 Old Park Hill as a secondary back-up measure.  This at present is on IP: 10.80.88.20 which is part of the SDN subnet in Old Park Hill.

    Hardware Interface

    SDN Network Switch capacity:

    •     An SDN RJ45 network connection adjacent to the area where the equipment / groups of equipment are  located.  One point is required per device, ie 4 outstations in a panel will require 4 points.

    •     An electrical supply (form as appropriate to the location) electrical protection will be provided from the supply circuit MCB.

    •     Interface unit next to the SDN RJ45 outlet.  The enclosure will also house a power supply transformer.

        o     In the case of physical output monitoring the interface will include the appropriate number of inputs.

        o    In the case of data exchange communications the interface will include the necessary devices for the interconnection.

    •     Interface cabling between the relay interface panels and the volt free alarm contacts within monitored items of equipment.

    •     Customised floor plan graphic or data table for web browser display.

    •     Customised failure or out of limit alarms, as appropriate.

    •     Alarm messaging configuration.

    The Project Manager and/or Faculty representative will need to complete IT Services Top Desk servers and Services Cards for all new equipment as well as notification to the IT Services Processes Manager for change control.

    4 State alarm monitoring

    To assure appropriate monitoring of both the alarm condition and the interconnecting cabling the connection to the monitored device (assuming it to be via output to input monitoring) must be fully supervised.

    These connections shall be terminated by the project and the monitoring resistors will reside within or across the outputs of the monitored device.

    Software interface options:

    There are a number of available mechanisms for the presentation of alarm information, through the SDN to the GUI.

    Simple interfaces will take the form of clean volt free form C contacts from the monitored device being connected to inputs on a SDN or SDN compliant interface with the latter being the responsibility of the alarm owner of the project.

    Separate inputs should be allowed for each output, type or category of output being monitored.  The outputs for high temperature, low temperature and door open shall not be grouped together but shall be presented as separately monitored events, each with a separate response plan.

    Complex outputs involving transmission of data events are available.

    The principal method of open standard connectivity is delivered through the OPC protocol.  Systems connected directly to the system should provided fully OPC compatible data formatted to interface with the SDN.

    Where monitored systems provide alternative data outputs this must be either converted to OPC or must output an industry standard format the SDN is capable of interfacing with.

    If any other data format is proposed then an software data interface or conversion system will be required to convert the data to the data required by the SDN.  The provision, development and support of this interface must be procured and delivered by the alarm owner or associated project.

    When not logged in, any sensor value displays will be greyed out.  This occurs to indicate that the ability to bring up the sensor config pop up is denied.  When logged in at a sufficient level, the value display will return to normal (white or red background dependent upon fault/alarm status at the time).

    All alarms MUST be polled at a rate of less than 1 second.  This will notify the OPC server that the tag in question is an alarm tag and it will not poll the devices in the field unless there is a change of state (ie an alarm).  This ensures a rapid response for alarms but does not cripple the network with excessive traffic.  This time is setup in the AlarmWorX configuration.

    All mimics will be initially set with a refresh rate of 30 seconds.  Again, this is to ensure that the network is not polled excessively.  This will be reduced during commissioning.

    Trending will be set up for 15 minute data collection rates.  Logging data rates to be proven and agreed during commissioning.  Popup trends will need configuration/changing depending on these rates.  Default will be 7 or 14 day display.

    BridgeWorX must be running for Alarm Scheduler and Timezone control to operate.  Ensure it is set to auto startup.

    Note:  That all services must run under same user account with administrative rights. (its-SDNServer1 using its default password).

    Hyper Historian logging OPC points and UDM OPC points cannot use Global Aliases (not supported - need to be directly addressed).

    Navigation links on front page are hard coded and not relative (use full HTTP:// path).

    When a dashed line appears on a trend, it means the data for that period has not yet been logged into the database so will not be displayed in the window.  This dashed line can also occur if the communications to the SQL server is lost at the time of logging.

    Must enable 'forced interval logging' within workbench - trendworxlogger settings - or if value does not change no trend will be received.  (Needs minimum of 2 points to draw a trend and as logging occurs slowly then each point is recorded on the 15 minute intervals).

    In order for HTTP links to work, a virtual folder must be set up in IIS.  Do this by going to Sites -> Default web -> add virtual folder to root called project name and then set path to root folder of project.  Click OK.  IIS reset in MSDos if required (may need to run cmd as administrator).

    In IIS check that the mime types for the default web folder include .gdfx and .gdfxs.  If not, add them but set the mime type to 'application\xaml+xml'.

    The Trend OPC server is case sensitive!  All GUI tags must match exactly.

    Beckhoff Unit:  Configure in BootP, power unit down - connect machine with Beckoff BootP server software running.  It then identifies the MAC address.  Double click the MAC address to set the required IP address.  Click the '<<' symbol to add that config to the left hand window.

    Alarm Scheduler and front page must be refreshed faster than 30s to ensure that all information is loaded correctly.

    If you alter/add the config of the local alias within a symbol you will need to roll out the changes to the addressed symbol by selecting on the highest level, right clicking and edit local alias.  You then need to remove/replace the last character from each of the local aliases in order to roll out the changes throughout the symbol.

    Critical Alarms:  Need to be polled from the Trend system at 5s intervals.  In order to do this, critical alarms exist as normal in the alarmworx configuration and are polled at 0.5s.  These alarms are linked to tags within the UDM.  These UDM tags then have an input tag applied to them which is the actual Trend OPC Critical alarm tag and the scan rate of this tag is then set to 5000mS (5s).

    The title banner is linked to a global alias which as its scope limited to 'process' and its default value MUST be set to '1'.  This enables users on separate clients to have independent use of the title bar.  If it was linked to an internal register it would change on all clients when the tabs were changed.

    Security is based on access being granted to the internal security registers that have been created within the UDM.  Each building has 3 tags assigned to it and these are set up within the access groups in the security centre.  There is a SDN_Level 4 group which has full access to everything / all buildings.  The generic SDN Level 1, 2 and 3 groups are limited access to all buildings.

    Power Supplies

    BMS outstations are to be provided with a power supply which shall be on a single radial sub-circuit provided directly from the local sub-main or main consumer unit.

    Each BMS outstation will have a unique circuit provided from the local main or sub-main panel.

    BMS outstations shall be fitted in an area which is accessible without crossing into specialised research areas which require entry and exit procedures.

    BMS outstations shall not be fitted above ceilings or other areas which give awkward or problematic access.

    No modifications shall be made within controller software strategy without notifying the University BMS Manager as this may have an impact on the OPC server tags and the GUI dynamic values.

    SDN Active Equipment

    The SDN active equipment is specified, designed, installed and commissioned by University IT Services.  IT Services will provide costs to be incorporated within the overall project budget.

    For new buildings or in the event of a large refurbishment of an existing building, a communications room will be provided as part of the building project and this will host the SDN connection devices and any associated racks.

    The connection of a building to the SDN may be via fibre optic cabling type OS2 or can be via the existing Academic Network and then configured as a virtual SDN network.

    Downstream access switches will be connected to the initial building presentation switch via a single (non-redundant) OM3 or OS2 optic cable.  IT Services will select the appropriate manufacturer and model for each particular situation.

    All cabinets containing SDN equipment are to comply with the requirements as detailed in the Structured Cabling document (see Data Transmission page)

    Connector types

    All devices connected to the switches via a copper connection within 90 metres will use a standard RJ45 copper connector.

    All fibre connection will use the LC connector type.

    In the event that a device needs to connect to a fibre port for lengths greater than 90 metres then an appropriate fibre to copper media convertor shall be used.

    The Contract Administrator shall liaise with IT Services to define the deposition / utilisation of ports, to enable the necessary configuration to be developed.

    SDN Graphical User Interface (GUI)

    The GUI virtual machine includes the following:

  • OPC compliant client
  • SQL and Web Server software
  • Preferred protocols are OPC (OLE for process control).

    Three of the standards that shall be available as a minimum from a system with OPC support are:

  • OPC Data Access (DA)
  • OPC Alarms and Events (AE)
  • OPC Historical Data Access (HDA)
  • Field level protocols

    Before any works can proceed the following protocols shall be confirmed and submitted for approval.

    If there is a protocol not listed below that the Contract Administrator would prefer to use then this should also be submitted for approval.

    BACnet:

    If BACnet is offered then the Contract Administrator shall provide to the GUI Specialist the PIC (Protocol Implementation Conformance) statement for each BACnet device.  This includes BACnet instance address and register listing.

    Due to various versions of BACnet it shall be the responsibility of the GUI Specialist Contractor to collate the PIC's from the suppliers and make sure that they are all compatible.

    If a BACnet network is on a different IP subnet to the OPC server that is is communicating with, then a BBMD router will be required to allow the communications to pass through the network switches.

    LonWorks:

    Only network messages that use Standard Network Variable Types (SNVT) and Standard Configuration Parameter Types (SCPT) shall be utilised.  Under no circumstances shall User Network Variable Types (UNVT) or User Configuration Parameter Types (UCPT) be used in this project.

    KNX:

    There are three categories of KNX device:

  • A-mode or 'Automatic mode' devices automatically configure themselves.
  • E-mode or 'Easy mode' devices are pre-programmed and have adjustable configuration parameters.
  • S-mode or 'System mode' devices are freely programmable.
  • If used for this project at a field level the Specialist Contractor must inform the GUI Specialist the intended categories their products will be using.

    Modbus:

    If Modbus is utilised then the Specialist Contractor shall provide at Tender stage the standard open Modbus registers.

    It is the responsibility of the Modbus Network cable installer to ensure that communications to all devices installed on the network are available.

    M-bus:

    If M-bus is utilised then the Specialist Contractor shall provide at Tender stage the relevant registers.

    Data presentation standards

    All information to be passed between systems and the GUI shall be coordinated by the GUI Specialist and the relevant supplier of the other system.

    Project specific information (new capital project, floor refurbishment works etc) will be provided to the GUI Specialist by the project team including but not limited to:

  • Floor plans
  • System design schematics
  • Contact details for SMS / email alarms
  • Data points, alarms, time scheduling, logs and reports
  • Schedule of alarms deemed critical
  • Coordination with sub-system

    Specialist vendors:

    Implementing monitoring only and/or monitoring and control of legacy building system information at the GUI shall require the GUI Specialist to work with various other specialist vendors, dependent upon the type of data to be integrated.

    Typical appliactions:

  • BMS
  • Fire alarms
  • Freezer alarms
  • Miscellaneous critical alarms
  • Metering
  • The specialist vendor shall where technically possible be required to serve up all specified data points (both physical and virtual), via OPC server software.

    OPC servers, supplied by the associated specialist vendor, shall be required on a building by building basis for each sub system, eg a Trend BMS installed in two buildings shall be provided with separate Trend OPC server software for each building.

    The OPC servers will reside on dedicated hardware provided by the University ITS department.  The physical server locations shall be dictated by University ITS department.  OPC servers shall be based on a virtual Windows 7 PC which will be provided by University IT Services.

    Sub system requirements

    In addition to communication via OPEN protocols it will be necessary for the system to communicate via specific interfaces, drivers and / or protocol converters with other proprietary sub systems.  These interfaces will need to be Ethernet devices as there is no hardware support for RS232 ports on the OPC server hardware. Therefore, as an example, all RS485 serial port connections will need to be via an Ethernet RS232 gateway device.

    System network / communication:

    All devices supplied and installed by the Specialist shall communicate via the SDN.

    As a minimum, all devices shall comply with the following:

  • Shall be fully configurable in terms of IP address, subnet mask and default gateway settings.
  • Each IP configured device shall have its own local dedicated SDN port.
  • Shall have a fixed MAC address.  The University operates a single mac-address policy, per user port, on the SDN.  All end user equipment must comply with this policy or obtain written authorisation for any deviation.
  • Shall be fully TCP/IP compliant.
  • Shall use a standard UTP or Fibre Optic connector.
  • Shall connect to an Ethernet LAN at 100 or 1000 Mb.
  • If multiple speed, shall support auto sensing for both speed and duplex settings.
  • The Specialist Contractor shall also confirm the following information:

  • Which Ethernet standards the proposed units are compliant with (eg 10Base-T, 100Base-FX, 1000Base-LX).
  • Allowances shall be made for provision of spare "Engineer SDN Ports" around MCC panels.
  • If multiple speeds are supported in the same device(s), then confirm whether the unit supports auto negotiation, and if so, which parameters.
  • Which network transport protocols are supported (eg TCP/IP, NetBios/NetBeui, IPX/SPX).
  • Whether the system devices need to be in the same domain, or whether traffic can be routed between networks for segmentation.
  • What addressing options are supported (Static, Dynamic etc)
  • Whether the MAC of the unit be modified or is it fixed.
  • Whether there are restrictions on the number of devices supported.
  • Whether devices support remote software loading via BOOTP or similar.
  • Whether the system is sensitive to Network Jitter / Delay or requires any form of QOS.
  • Estimated throughout the figures, or the basis for calculation them.
  • What resiliency / redundancy options the devices / system can provide (eg dual network connections etc).
  • Confirm whether dual connections are offered and if so, how is switch over triggered.
  • Confirm whether the devices / system supports STP or RSTP?
  • System addressing:

    The GUI Specialist together with the Vendor Specialist shall co-ordinate with the University BMS manager the number and details of Ethernet devices.  The will enable the University to advise of the appropriate IP addresses and VLan information, for these devices to be added to the SDN.

    Testing and demonstration

    The GUI Specialist shall work with and manage the third party system vendors to ensure a fully coordinated design, testing and handover demonstration strategy is delivered.

    Factory acceptance testing:

    The GUI Specialist together with the Vendor Specialist shall prior to installing on site, test all application software, including physical failure modes, demonstrate graphics, alarms, trending and report generation etc.

    The GUI Specialist shall give the University BMS manager seven working days notice of factory acceptance test dates.  The University BMS manager may decline to test the system off site.

    Commissioning:

    The commissioning process shall be undertaken systematically through pre-commissioning and functional operation to meet the requirements of the contract programme.

    All testing and commissioning shall be pre-planned and scheduled in order that is is fully co-ordinated with other university activities and shall be carried out in a safe and efficient manner with a minimum to all concerned.

    The installation shall be tested progressively as construction and then finally on completion to ensure that the installation complies with this specification and operates correctly under all conditions.

    All equipment or materials found to be faulty during testing shall either be replaced or repaired free of charge.

    Where work is being carried out in an occupied building, the University BMS manager shall be kept fully informed regarding the nature of the testing and commissioning.  The University operates a strict permit to work system that must be adhered to.  Steps shall be taken to ensure that any possible hazards, inconvenience or disruption to University business that may arise due to the testing and commissioning shall be minimised.

    Pre-commissioning work shall include:

  • Ensuring that all devices are correctly installed in accordance with the manufacturer's instructions and are so mounted that there is adequate clearance for their removal and for normal testing, maintenance and inspection.
  • Checking network availability and functionality.
  • Checking assignment of IP / network addresses.
  • Point to point checks shall be proven from the physical field device data point to the associated system graphic / alarm point.

    System functional testing of the system software.

    The GUI Specialist together with the Vendor Specialist shall prove all associated VM software including a sample of live point data, as required by the University BMS manager.  100% of all Priority 1 alarms and points must be witnessed tested.  They will give the University BMS manager 7 working days notice of site acceptance test dates.

    The GUI Specialist together with the Vendor Specialist shall demonstrate that the installed and commissioned OPC compliant GUI system functions and operates in full accordance with this specification.

    Acceptance of the system does not absolve the GUI Specialist nor the Vendor Specialist from their responsibility to provide a fully operational system should any defects appear during the warranty period, not withstanding that a fault was not apparent at the time of commissioning.

    The GUI Specialist together with the Vendor Specialist shall collate, prepare, submit, alter and subsequently re-submit O&M documentation and drawings in accordance with the University handover procedure.

    Lifecycle

    Typical lifecycles for active network equipment is considered to be 3-5 years.

    Approved manufacturers

    The current Secure Data Network active hardware manufacturer is Cisco Systems

    The current Secure Data Network design uses an Ethernet Fibre Converter manufactured by IMC.

    The current GUI support contractor is Cougar Automation Limited

    Spares

    University IT Services should be consulted to advise if any additional spares are required to support the proposed building.

The Village of Swanton, Ohio, turned down the application of ARRL Life Member Gary Wodtke, WW8N, for an antenna variance to put up a 60 foot tower. Wodtke appealed, however, and in January the Fulton County Common Pleas Court issued a final judgment in his favor, ruling that federal and state law preempted Swanton's antenna ordinance.

    Now, Swanton is appealing that order to the Ohio Sixth District Court of Appeals, asserting, in part, that Ohio's PRB-1 antenna law is unconstitutional, because it conflicts with the state's "Home Rule" statute, which gives communities broad and preemptive regulatory powers. Like the federal law, Ohio's PRB-1 statute calls on towns to "reasonably accommodate amateur station communications and shall constitute the minimum practicable regulation necessary." Ohio Section State Government Liaison Nick Pittner, K8NAP, believes the state appeals court's decision in Wodtke v. Village of Swanton could set legal precedent for similar antenna-related cases down the road. An attorney, Pittner was instrumental in getting Ohio's PRB-1 law enacted.

    "Appellate decisions are generally final, unless further review is granted by the Ohio Supreme Court," Pittner said in a statement. "While a court of appeals decision represents the law only in that appellate district, it carries significant precedential value in other Ohio courts and may also be cited in similar cases in other states." This case will mark the first time a state PRB-1 law has been challenged in an appeal.

    The Village of Swanton's ordinance established a fixed antenna height of 20 feet above the residential roofline. Wodtke wants to install a 60 foot antenna support structure on his 0.2 acre residential lot; the village allows greater height where the lot is at least 5 acres. While the appeal is pending, both parties have agreed that Wodtke be permitted to install a 40 foot antenna support structure, which complies with Swanton's current ordinance. Read more.

    Your League: Nevada Getting New Section Manager on March 1

    The ARRL Nevada Section will have new leadership starting March 1. Section Manager Joe Giraudo, N7JEH, has announced that he is stepping down from the position, because a new job with his employer of more than 30 years will take him outside Nevada more often.

    "This absence from the Section makes it increasingly difficult to effectively serve the membership within Nevada," said Giraudo, of Elko. He has served as SM since August 2008. "During the past five years, it has been my honor to serve as your elected Section Manager," Giraudo said in a message to Nevada ARRL members.

    With Giraudo's endorsement, Gary Grant, K7VY, of Reno, has been appointed to take the reins. He will complete the current term of office that extends until June 30, 2015. Membership and Volunteer Programs Manager Dave Patton, NN1N, consulted with Pacific Division Director Bob Vallio, W6RGG, in making the appointment of Grant.

    Grant has been an ARRL member for more than 50 years, and he is retired from the University of Nevada. He has served as an Assistant Section Manager, Official Observer Coordinator, and Official Observer within the Nevada Field Organization and helps run a ham radio list server.

    International: "Amateur Radio: Your Gateway to Wireless Communication" is World Amateur Radio Day 2014 Theme

    The International Amateur Radio Union (IARU) Administrative Council has designated "Amateur Radio: Your Gateway to Wireless Communication" as the theme for World Amateur Radio Day 2014. World Amateur Radio Day is celebrated each year on April 18 to recognize the anniversary of the founding of the IARU in Paris in 1925. ARRL Co-Founder Hiram Percy Maxim, 1AW, who had proposed the idea the year before, became its first president. The primary purpose of World Amateur Radio Day is to focus a public spotlight on Amateur Radio and its benefits to countries and communities. This year the IARU and its member-societies around the world will celebrate the organization's 89th anniversary.

    Each year the IARU Administrative Council selects a World Amateur Radio Day theme that is consistent with the role and purpose of Amateur Radio and that represents a commendable activity that would cast IARU and Amateur Radio in a favorable light.

    As the IARU's history recounts, in the early 1920s it was generally assumed that the lower the frequency and the longer the wavelength, the better, and "very large antennas and very high power were the rule." Amateur Radio experimenters were the first to discover that the short wave spectrum, far from being a wasteland, could support worldwide propagation. As the rush to shorter wavelengths ensued, however, Amateur Radio, which had proved the value of this spectrum in the first place, "were in grave danger of being pushed aside," the IARU's history notes.

    Adopting the philosophy of strength in numbers, Amateur Radio pioneers met in Paris in 1925 and created the International Amateur Radio Union to support Amateur Radio worldwide. Just 2 years later, at the International Radiotelegraph Conference, Amateur Radio gained the allocations still recognized today -- 160, 80, 40, 20, and 10 meters. From fewer than 30,000 licensees in 1927, Amateur Radio's numbers have grown to 3 million. From the 25 countries that formed the IARU in 1925, the IARU has grown to include 150 member-societies.

    Ham Radio in Space: More Ham Radio CubeSats Expected to Deploy from ISS This Week

    Another batch of CubeSats were deployed at noon on February 25 from the International Space Station. While no Amateur Radio satellites were among them, NASA has indicated, "More deployments are scheduled through Friday." JAXA astronaut Koichi Wakata, KC5ZTA, has been handling CubeSat deployments aboard the ISS.

    Four Amateur Radio CubeSats -- LituanicaSat-1, LitSat-1, ArduSat-2, and UAPSat-1, along with the 915 MHz SkyCube -- may be deployed February 28. CubeSats deployments are streamed live. AMSAT-UK has reported that it's unclear whether another Amateur Radio CubeSat, the Peruvian Chasqui 1, which was sent to the ISS on February 5, also will be deployed on February 28.

    Eight NanoRacks deployers are installed on the Multi-Purpose Experiment Platform. Each deployer can hold up to six 1U (a unit = 10×10×10 centimeters) CubeSats or two 3U CubeSats. Two 3U CubeSats (6U total) can be deployed every one to two orbits to prevent collisions.

    ♦ LituanicaSAT-1 carries an FM transponder: Uplink 145.950 MHz/Downlink 435.180 MHz. It also has an AX.25 transponder: Uplink 145.850 MHz/Downlink 437.550 MHz. The CW beacon is on 437.275 MHz.

    ♦ LitSat-1 carries an SSB transponder: Uplink 435.180 MHz/Downlink 145.950 MHz, and an AX.25 packet transponder: Uplink 437.550 MHz/Downlink 145.850 MHz.

    ♦ ArduSat-2 will transmit 9.6 MSK CCSDS data on a 437 MHz downlink.

    ♦ UAPSAT will carry an AX.25 packet transponder: Uplink 145.980 MHz/Downlink 437.385 MHz.

    ♦ Chasqui-1 will transmit AX.25 format data on 437.250 MHz.

    AMSAT-UK has reported that, in addition to the CubeSat deployments from the ISS, seven Japanese Amateur Radio satellites are scheduled to launch from Earth February 27 at 1807 UTC.

    The Amateur Radio on the International Space Station (ARISS) project -- the ARISS-EU "Ham Video" system -- is tentatively set to begin the commissioning process no sooner than the second weekend in March. Ham radio-related activities aboard the ISS typically take a low priority on the astronauts' work agenda.

    Meanwhile, there's some bad news regarding the Delfi CubeSat, Delfi-n3Xt. Program Manager Jasper Bouwmeester PC4JB, reported the results of testing carried out on the CubeSat's 435/145 MHz linear transponder. "Unfortunately, we have not heard anything from Delfi-n3Xt since Thursday [February 20], after our transponder test," Bouwmeester said. "Nothing seemed to be wrong, except for the transponder itself not properly working." Bouwmeester said the Delfi team suspects a hardware failure and has been attempting to revive the satellite. Delfi-n3Xt transmits at about 145.870 MHz. Read more.

    Public Service: Hurricane Conferences Set for April and May

    The 2014 National Hurricane Conference will take place April 14-17, at the Orlando Hilton in Orlando, Florida. The primary goal of the National Hurricane Conference is to improve hurricane preparedness, response, recovery and mitigation in order to save lives and property in the US and the tropical islands of the Caribbean and Pacific. The conference also serves as a national forum for federal, state and local officials to exchange ideas and recommend new policies to improve emergency management. At past conferences, there has been a robust Amateur Radio and ARES presence in the form of workshops and discussion forums. Planning for this year's conference is underway, and registration is open.

    The 28th annual Governor's Hurricane Conference (GHC) will be held May 11-16, 2014 at the Rosen Centre Hotel and Orange County Convention Center in Orlando, Florida.     Public Service: RDF Bracelet Helps Oregon Hams to Locate Missing Man

    Members of the Lane County (Oregon) Sheriff's Amateur Radio Operators (LCSARO) -- an ARRL-Affiliated Club -- used radio direction-finding techniques to locate a 78-year-old Eugene, Oregon, man suffering from dementia, who had gone missing. The man's wife reported February 16 that her husband had wandered away from the couple's home, east of the University of Oregon Campus.

    Fortunately, the man was one of six at-risk individuals in the county equipped with a Project Lifesaver RDF bracelet. As a result, the specially trained hams in the sheriff's department were able to track down and locate the missing person in downtown Eugene. He was not injured. The ham radio team minimizes the need for large-scale search parties that typically involve many agencies, hundreds of police officers, and thousands of dollars in cost.     DX: Mellish Reef DXpedition Ready to Pick Up the Post-FT5ZM Slack

    With the hubbub generated by the just-ended FT5ZM Amsterdam Island DXpedition still echoing in our ears, the Mellish Reef VK9MT DXpedition is waiting in the wings to launch its own adventure on the Amateur Radio airwaves. VK9MT will be handing out another rare one March 29 through April 9 from the Coral Sea atoll.

    "Congratulations to the FT5ZM team for their excellent operation," Team Mellish said in a February 20 news update. "Our equipment is on the way to Australia, and the team is making last-minute preparations for their journey to Australia." An advance team is set to arrive in Australia on March 18 to start retrieving equipment from storage and preparing for the sea voyage.

    The team has selected the 25 meter passenger expedition yacht Evohe from New Zealand to transport operators and gear to Mellish Reef. Given the paucity of dry land at the operating site, DXpedition participants plan to take their meals and sleep on the vessel. A pilot team now is in place to manage all communication between the island team and DXers. An online log will be available. The DXpedition also has spelled out its QSL policy.

    Located some 1150 kilometers north-northeast of Brisbane, Australia, Mellish Reef takes the form of a boomerang-shaped platform some 10 kilometers long and 3 kilometers wide.

    The schedule calls for 10 full days of operation on 160 through 10 meters, CW, SSB, and RTTY, with 10 operators. Mellish Reef was last activated in 2009 and is number 23 on ClubLog's February 2014 DXCC Most Wanted List.

    The team said it was "honored" to receive an ARRL Colvin Award grant, funded through an endowment established by Lloyd Colvin, W6KG (SK). The DXpedition budget is estimated at $110,000, not including operators' individual expenses. The team has pledged "full financial transparency" for all aspects of the DXpedition. "When the books are closed, clubs and foundations that supported the project will receive a financial accounting," Team Mellish has said. Contact the DXpedition via e-mail.     ARRL Centennial: W1AW Centennial Operations Now in Washington, Kansas

    The ARRL Centennial "W1AW WAS" operations that are taking place throughout 2014 from each of the 50 states now are in Washington (W1AW/7) and Kansas (W1AW/0). They will relocate at 0000 UTC on March 5 (the evening of March 4 in US time zones) to Idaho (W1AW/7) and Kentucky (W1AW/4).

    During 2014 W1AW will be on the air from every state (at least twice) and most US territories, and it will be easy to work all states solely by contacting W1AW portable operations.

    In conjunction with the 100th anniversary of the ARRL, the ARRL Centennial QSO Party kicked off January 1 for a year-long operating event in which participants can accumulate points and win awards. The event is open to all, although only ARRL members and appointees, elected officials, HQ staff and W1AW are worth ARRL Centennial QSO Party points. Working W1AW/x from each state is worth 5 points per contact.

    To earn the "Worked all States with W1AW Award," work W1AW operating portable from all 50 states. (Working W1AW or W100AW in Connecticut does not count for Connecticut, however. For award credit, participants must work W1AW/1 in Connecticut.) A W1AW WAS certificate and plaque will be available (pricing not yet available).

    The ARRL has posted an ARRL Centennial QSO Party leader board that participants can use to determine how many points they have accumulated in the Centennial QSO Party and in the W1AW WAS operations. Log in using your Logbook of the World (LoTW) user name and password, and your position will appear at the top of the leader boards. Results are updated daily, based on contacts entered into LoTW.

    Milestones: AMSAT's G. Gould Smith, WA4SXM, Steps Down from AMSAT Board

    AMSAT-NA Board Member and Vice President-User Services G. Gould Smith, WA4SXM, has resigned both positions "with deep regret."

    "AMSAT has played a major part in my life over the last 25 years; the incredible people have made it such a great pleasure," Smith, of Knoxville, Tennessee, told AMSAT President Barry Baines, WD4ASW. Smith has confronted health issues in recent years. "I had hoped that I would be able to contribute this year, but that hasn't worked out," he told Baines. "The organization needs to have contributing people in these positions."

    Baines expressed sorrow over Smith's departure. "[Y]ou have done so much for AMSAT over the years," he said.

    Technology: DARC Questions BPL/PLT Emission Measurement Method

    While complaints of BPL interference have become rare in the US, the Deutscher Amateur Radio Club (DARC), Germany's national Amateur Radio society, continues to battle the issue. The DARC recently raised questions regarding the measurement protocol that federal authorities used to test devices used for power line telecommunication (PLT), as BPL is known in Europe. The DARC Scientific Research Associate Thilo Kootz, DL9KCE, said it appears the Federal Network Agency conducted some of its PLT emission measurements while the devices were in stand-by mode, with no data being transferred.

    "The agency concluded that the device met all standard requirements," Kootz said, "but our preliminary findings showed that emissions from a similar unit were approximately 100 times above the limit." The DARC, he said, had to use the Freedom of Information Act to obtain a copy of the measurement protocols the federal agency employed, which leave several questions unanswered. Kootz called it "a questionable procedure" to measure the PLT device while it was idle.

    "A lawnmower that's not running does not violate the noise ordinance," he said. "Such a measurement technique offers carte blanche for thousands of other devices that should not be permitted to come to market." Read more.

    Feature: A Century of Amateur Radio and the ARRL

    America's "Roaring 20s" had passed and, with them, a period of roaring growth in radio technology. But a large problem had fallen on America, one that began on October 29, 1929 -- "Black Tuesday," the day the stock market crash triggered our Great Depression.

    Like everyone else, hams had to tighten their belts during the 1930s. Typical ham didn't have enough disposable income to take advantage of the best advances in technology, so they learned to improvise. Amateur Radio continued to grow, both in numbers and accomplishments. Here are some Amateur Radio and ARRL tidbits from the 1930s:

    ♦ January 1930 QST announced that phone operation on 20 meters had been authorized.

    ♦ By the early 1930s most hams were using crystal-controlled transmitters, but most hams had only a small number of crystals. The usual procedure was to call long CQs and then tune up and down the band looking for long calls in reply.

    ♦ The first ARRL "International" Field Day was held in 1933. By 1938 more than 1000 stations were participating. The event had become as popular as the ARRL DX Contest and the Sweepstakes.

    ♦ The Communications Act of 1934 created the Federal Communications Commission (FCC), which replaced the Federal Radio Commission. Within a few years, the FCC was monitoring ham stations, to be certain everyone was following the rules and regulations. QST warned its readers to be sure their transmitters were operating within the ham bands, because the FCC could measure frequency with an accuracy of 10 cycles per second!

    ♦ By 1936 there were 46,000 radio amateurs in the US; by 1939 the number had risen to 51,000.

    ♦ The ARRL announced the start of the DXCC program in 1937. In 1938, W3CRA qualified for the first DXCC certificate -- quite a feat!

    ♦ League Co-Founder Hiram Percy Maxim, W1AW, died suddenly on February 17, 1936, at age 66. After Maxim's death, the FCC issued the call sign W1AW to ARRL. The Maxim Memorial Station, W1AW, in Newington, Connecticut, was dedicated on September 2, 1938, in his honor. The ceremony was broadcast nationwide by radio.

    ♦ In May 1936, Eugene Woodruff, W8CMP, was elected by the ARRL Board of Directors as the League's second President. Woodruff was the head of the Departments of Electrical Railways and Radio at Pennsylvania State College.

    But then, another World War was upon us. We'll look at hams and the war years next week.

    The K7RA Solar Update

    Tad Cook, K7RA, Seattle, Washington, reports: We saw an increase in solar activity over the past week, so it appears that the recovery of solar cycle 24 is not over. Average daily sunspot numbers February 20-26 increased nearly 24 percent from the previous 7 days -- from 140.4 to 173.6. Average daily solar flux over the same period rose from 158.7 to 167.3.

    Predicted solar flux over the near term is 180 on February 27-28, 175 on March 1-6, 180 on March 7-9, then 175 and 160 on March 10-11, 145 on March 12-13, 150 on March 14-17, and 155 on March 18-20, peaking at 180 on March 26 and again on April 2-4.

    Predicted planetary A index is 18, 15 and 8 on February 27 through March 1, 5 on March 2-4, 8 on March 5-6, 5 on March 7-8, 10 and 5 on March 9-10, 8 on March 11, and 5 on March 12-22.

    Special Call Signs to Commemorate Russian Space Pioneer's Birth, Spaceflight: Special call signs will mark Russian cosmonaut Yuri Gagarin's first human spaceflight -- a complete Earth orbit on April 12, 1961. The operations celebrate Gagarin's birth 80 years ago in 1934 (he died in 1968) and the historic spaceflight 53 years ago. Those years and the number "80" are embedded in each call sign. The activity will take place March 1-April 30. A certificate is available. Kazakhstan also will field several special UP-prefix call signs in Gagarin's honor, all with the suffix "KEDR."     Latest Nortel Software Release Offers SMBs New Levels of Simplicity and Unified Communications | killexams.com real questions and Pass4sure dumps

    TORONTO, ONTARIO--(Marketwire - Nov. 3, 2009) - Small and medium-sized businesses (SMBs) can obtain productivity, cost-savings and the investment protection critical to success in today's business environment with new unified communications-based (UC) software from Nortel* (OTCBB:NRTLQ). The latest software release 5.0 for Nortel's award-winning Business Communications Manager (BCM) adds new UC capabilities, including unified presence, and greater simplicity with the introduction of a common software stream for BCM50 and BCM450.

    The Nortel BCM450 and BCM50 are Linux-based IP/TDM PBXs delivering application-rich, all-in-one solutions for converged voice and data communications. The BCM50 serves businesses with up to 50 users while the larger capacity BCM450 is suitable for growing medium to large businesses and branch offices with up to 300 users. Each supports a mix of IP and digital clients and can enable firms to save up to 70 percent of their original investment by reusing existing equipment.

    As part of the new BCM Rls 5.0 software, BCM450 and BCM50 provide SMBs with dynamic UC features like InTouch, which delivers true federated presence, and popular integrated communications applications and capabilities. InTouch lets users communicate easily with anyone in their personal directory – across Microsoft Outlook, Nortel BCM, MSN, and Skype for click-to-call, click-to-IM, and click-to-email. By connecting people faster, improving collaboration and speeding up the time to decision, Nortel estimates that unified communications can help businesses realize cost-savings and an increase in productivity of up to 18 percent.

    Last year, the Nashville Convention and Visitors Bureau** (NCVB) leveraged its BCM450 solution to book more than 650,000 hotel rooms while marketing tourism on behalf of various partners. NCVB is now trialing BCM Rls 5.0 and plans to roll out the InTouch application in the coming weeks. Kay Hopwood, NCVB's director of Information Technology, is looking forward to seeing real-time presence for everyone on the network and having a view into missed calls even when a caller does not leave a voicemail. For now, NCVB is enjoying the first BCM Rls 5.0 feature it deployed, FindMe/FollowMe (FMFM), which enables simultaneous ringing of up to five additional external devices. "Every call is potential business," said Hopwood. "With BCM's FindMe/FollowMe capability, our sales team never has to miss another revenue-generating call again."

    Minitel**, a premier Nortel partner providing service across Canada, also chose to trial BCM Rls 5.0 in its own office production system. Its Toronto vice president of Operations, Dan Silverman, was so pleased with the progress of the in-house trial he convinced a large accounting firm client to deploy it as well. "The installation was as smooth as could be and the client is now rolling out both InTouch and FindMe/FollowMe to multiple users in their organization with ease. We were able to get our client up to speed on the interface and rolling the application out by themselves in less than an hour," said Silverman.

    Mexico's Universidad Latinoamericana** (ULA) similarly tested the latest BCM software with positive results. "We are in the business of educating today's youth and preparing them for the future and the challenges ahead," said Mario Ahumada Sandoval, subdirector of Systems, ULA. "To do so, we count on having the latest in communications technology that helps us offer a rich UC experience for staff and students. Trialling BCM Rls 5.0, we found that the product's new feature set enhances our UC experience, while maximizing equipment already in place."

    BCM50 customer, Philkeram-Johnson**, the oldest ceramic tile producer in Greece, also welcomed the new software release. "Our Nortel BCM50 gives us room to grow, in terms of capacity and functionality, and it delivers the features we need to evolve to a unified communications environment," said Christos Syropoulos, commercial manager, Philkeram-Johnson. "We are constantly seeking ways to enhance our products and our productivity so we can respond more quickly to customers. I'm eager to find out more about the new features available in BCM Rls 5.0 and how we can use them to enhance our communications."

    In addition to the InTouch and FMFM capabilities, BCM Rls 5.0 lets a user forward a voice message using a file so that it can be played or read by any mobile device in the world. Meet-Me Conferencing for BCM now provides up to 125 ports with support for as many as 300 users. Professional Call Recording, a capability typically supplied by a third party is also available as part of the latest BCM release.

    As a further means of streamlining costs and operations making it even more simple for SMBs and Nortel channel partners to install, provision, and migrate pre-existing data, the new BCM50 and BCM450 portfolio includes common software and applications, O/S, training, accreditation, user interfaces, and documentation.
