Yet, absent a clear timeframe when, for example, new stealth or AI enabled sensors can ensure overmatch for decades to come, Navy developers are thinking it may make sense to push the current “art-of-the-possible” to the maximum extent.
This challenge, explored by a Naval Postgraduate School essay called “The 6th-Generation Quandry,” poses the question as to whether it might be equally if not more effective to postpone formal 6th-generation development until truly breakthrough advances emerge, while pursuing advanced variants of current, yet upgradable platforms in the interim.
The 2016 paper, from the Naval Postgraduate School Acquisition Research Program, cites a handful of current systems showing significant long-term promise. The paper sites “new models of the F-35 optimized for air combat,” the emerging B-21, drone-launching C-130 “mother ships” and “weapons truck arsenal planes” are positioned to optimize current technological progress.
These systems, including a B-52-like arsenal plane, unmanned fighter jets, AI-empowered sensors and new weapons with unprecedented range are designed to accommodate new iterations of AI, processing speeds, software upgrades and other incremental improvements.
According to this logic, there simply might not be enough of a margin of difference in performance between the best upgraded platforms of today - and something entirely new which could be built in the next 10 years or so.
Could these upgradable systems, fortified by new-iterations of stealth technology now being woven into the B-21, themselves be sufficient to propel naval aviation superiority for decades? This would alleviate the risk and expense of pursuing something truly “breakthrough” in the near term, potentially freeing up funding and resources to explore paradigm-changing air-fighter technologies for the long term.
Furthermore, current sensors, avionics and weapons systems are increasingly AI-reliant, a circumstance which makes it easier to greatly improve performance by integrating new algorithms, analytics or processing speed. In effect, all of this raises the question as to whether an entirely new airframe is truly needed to achieve overmatch in coming decades? By 2030?
These questions seem to be informing the current Navy rationale, which is to look at both new airframes as well as adaptations of the best of what’s available. The latter option brings its own advantages, because various industry developers are already building prototypes of 6th-Gen fighters with newly designed, stealthier airframes. Looking at applications of AI, miniaturized long-range sensors, targeting technology and drones operating with ever-increasing levels of autonomy - some contend that perhaps some of the most essential ingredients of long-term transformational technologies are, in effect, already here. This would be the basis upon which a nearer-term aircraft, drawing from some off-the-shelf-items, would be pursued.
Some of these decisions are also expected to be impacted by the success with which the Navy is able to keep extending the combat service life of the F/A-18. The Navy’s F/A-18 Service Life Extension Program has already extended the aircraft’s initial plans to fly 6,000 flight hours to 8,000 hours through a series of upgrades. Now, looking at the airframes and the state of cutting-edge avionics, the service is hoping to push its fleet of F/A-18s to 10,000 hours.
Navy officials tell Warrior these upgrades are significant and, in many cases, can bring the F/A-18 combat performance well into the future. Some of the adjustments start with the airframes themselves; Service Life “Assessment” Programs look to possibly replace the center “barrel” of the airframe and analyze the fatigue of the Nacelle (engine coating or skin), service officials say.
The F/A-18 upgrades also add new navigation technology, digital memory devices, mission computers, helmet-mounted cueing systems, Electronically Scanned Array Radar and an advanced targeting sensor called Infrared Search and Track, As a passive sensor, IRST enables better targeting while not emitting a signal, making it vulnerable to enemy electronic warfare attacks.
All Paths Point to 6th-Gen AI
There is widespread consensus that applications of AI appear to provide the framework for the most defining expected technological progress. In fact, a 2017 paper from a 16-nation NATO conglomerate of analysts, called the Joint Air Power Competence Center, raises questions about when, and how, AI may outpace the human ability to keep up. The essay, titled “Air Warfare Communication in a Networked Environment,” quotes Air Force Acquisition Executive William Roper from his previous role directing the Pentagon’s Strategic Capabilities Office, saying “AI is progressing beyond the human ability to interface with it.”
For instance, “smart sensors” able to gather, analyze and organize vast volumes of combat information in milliseconds, using AI-fortified algorithms, are now being built into airframes themselves to combine new sensing technology without increasing an aircraft’s radar signature. The absence of an external antenna, pod or structured array of some kind removes otherwise more radar-detectable structures from an airframe.
“Smart sensors and smart antenna arrays with adaptive properties would be embedded into the structure of an aircraft,” an essay from Jain University’s International Institute for Aerospace Engineering states. ( “Sensor Technology and Futuristic Of Fighter Aircraft, “ Jain Univ).
At the same time, while massive increases in sensor ranges, data-sharing and long-range connectivity will continue to bring as-of-yet unprecedented advantages to warfare operations, there are also challenges which emerge as combat becomes more networked. Referring to this phenomenon as creating clusters of “embedded ISR,” the Joint Air Power Competence Center paper warns of security risks and what it calls “hyper-connectivity.”
New much-longer range sensors and weapons, incorporating emerging iterations of AI, are expected to make warfare more disaggregated, and much less of a linear force on force type of engagement. Such a phenomenon, driven by new technology, underscores warfare reliance upon sensors and information networks. All of this, naturally, requires the expansive "embedded ISR" discussed by the paper. Network reliant warfare is of course potentially much more effective in improving targeting and reducing sensor-to-shooter time over long distances, yet it brings a significant need to organize and optimize the vast, yet crucial, flow of information.
“Not everybody in the network needs to see and hear everything. There needs to be a hierarchy, and a backup architecture for degraded network operations,” the paper writes.
These types of challenges, wherein vast amounts of ISR data needs to be aggregated, analyzed and organized, are precisely what AI and high-speed processing can address. Using advanced algorithms and real-time analytics, computing power can instantly identify and disseminate key moments or items of combat relevance, thereby establishing priorities and massively quickening the human decision cycle.
AI-informed combat decisions, enabled by accelerated real-time analytics, allow human decision makers to draw upon otherwise inaccessible pools of data. Algorithms can integrate new information, instantly compare it against vast amounts of stored data, and come to informed conclusions without requiring human intervention. Often referred to as easing the "cognitive burden," AI and iterations of man-machine interface, can perform time-consuming or otherwise impossible information-analysis tasks, all while a human functions as ultimate decision-maker in a command and control role. While AI is quickly advancing toward being able to discern and organize seemingly subjective information, there are many decision-making abilities and problem solving faculties regarded as unique to human cognition.

A combination of information technology (IT) and operations technology (OT) cybersecurity expertise is required to manage the influx of Industrial Internet of Things (IIoT) devices and increased IT/OT integration.

The inward-looking plant control system is giving way to a wider and flatter network architecture, which requires a different cybersecurity focus. Operations technology (OT) is undergoing a sea change in goals, structure, and management—as is information technology (IT) with the integration of the plant control system with the business systems. This is making it necessary to manage enormous data flows inside the plant.
The physical plant continues to be important, but it is complemented and managed by the virtual plant, a concept that makes possible a “digital twin” of the actual plant. Management and operations can use the digital twin to experiment and improve operational efficiency. In addition, new tools and process controls are becoming available. Robots and virtual reality can be used in hazardous areas to improve operator safety, and simpler, easier-to-operate advanced process control systems are becoming common.
Outside the plant, the cloud and related applications have made the Industrial Internet of Things (IIoT) practical and useful. A big part of any IIoT implementation is a proliferation of new sensors installed inside and outside the plant for improving plant performance.
Open process automation (OPA) initiatives—intended to produce a common platform so controllers, sensors, and software can work together without vendor compatibility issues (Figure 1)—have been added to the mix.
All these trends are occurring simultaneously and have contributed to a time of disruption. The old ways of running process plants are no longer competitive in many process industries. However, these disruptive events can create new value propositions through innovation.OT cybersecurity transformation
Traditionally, sensors and controllers have been connected directly to the plant control system using wires or using wireless protocols. OT cybersecurity has been focused on protecting the plant control network and keeping unauthorized users from invading the control systems. However, OT cybersecurity is now transforming.
The principles and practices of OT cybersecurity are being used in non-traditional automation sectors, such as building automation, transportation, and medical automation. What used to be a hard-wired perimeter has moved outward from the plant and become virtual. The 2-D structure of OT cybersecurity is 3-D with the inner applications, level 0 and 1 devices and applications, and sensor devices connected directly to the cloud. From there, they’re connected to the automation systems; maintenance, repair, and operation (MRO) systems; and plant business systems.
Plant operations personnel always have recognized the need for functional safety. The rise of OT cybersecurity has made it clear an insecure plant is an unsafe plant. Cybersecurity and functional safety mirror, overlap, and complement each other. The security of the safety instrumented system (SIS) is now a critical function, just the same as the security of the basic plant control system.
With fully integrated business systems, the cybersecurity of the entire value chain is critical. Making a supply and a distribution chain integrated and secure are essential in today’s enterprise. OT cybersecurity is no longer a static function, it has instead become a fluid and continuously changing entity that must be managed carefully.OT cybersecurity threats, defenses
As the function and footprint of OT cybersecurity have grown and changed, the threats it faces have broadened. Traditional cybersecurity evolved to deal with threats in the IT environment such as email phishing, human-in-the-middle penetration attacks, malware, and disaffected employees. First-generation OT cybersecurity began by implementing IT-derived solutions to these threats, for example perimeter security and air gaps.
The second generation of threats was more plant-centered and less IT-focused. These include advanced persistent threats (APTs), which are continuing stealthy attacks from outside the enterprise aimed at IP theft or destruction of plant operations.
The third and current generation of threats is persistent and focused on causing harmful disruption to plant operations. It potentially is destructive to machinery and systems. Threats have evolved to become OT-specific as hacking has evolved, as well.
OT cybersecurity defenses have been reactive, complacent, and conformance-oriented. They typically are based on IT security technologies. Thus, they are not always a good fit for OT purposes and have often evolved slowly into OT security technologies. They have been based traditionally on conformance to standards and based on lifecycle, certifications, and regulations. These defenses are relatively easy to penetrate, especially using APTs, and provide an unrealistic sense of security.
Standards such as ISA/IEC 62443, the NIST framework, NERC CIP, and many others have provided a framework and a path forward to designing good OT security postures for plants. The ISA Security Compliance Institute has been certifying components to be “ISA Secure” since 2010. Standards compliance alone, however, does not necessarily result in adequate or increased cybersecurity protection.OT cybersecurity challenges
The basic challenge for OT cybersecurity is to deal with the ongoing industry transformation. First, it is necessary to assess the effectiveness of traditional controls and cyber tools. Traditional penetration testing has been used for this purpose. The problem is it is very difficult to operationalize these traditional tools without considerable training and overhead. It is the issue of getting from the theoretical to the practical, or from wishing to be more secure to actually being more secure.
The current challenge is moving the perimeter from the physical plant and a network-centric focus to the virtual, which requires providing security to edge components and applications (Figure 2). Edge devices are numerous and proliferating. This makes it impossible to provide a secure cyber environment without protecting edge devices in real time to maintain security for each Level 0 and 1 device.
One of the main issues is the increase of poorly-secured IIoT devices being installed in plants to send data to the cloud and then to the plant. These IIoT devices can provide intrusion vectors that are overlooked by plant operators and engineers eager to get more data.
The plant is not secure if the supply chain is not secure. The high integration between the supply chain and the control system required in modern process plants makes the supply chain a vector for potential attacks.
Active detection of anomalies is necessary to maintain a secure plant network. This makes it possible to achieve the posture of predictive and preventive response instead of reactive and conformance-oriented activity. This includes threat intelligence from outside the plant.OT cybersecurity
The best option in many cases is to move from a reactive approach to an adaptive security posture. An adaptive security posture provides the ability to:
This adaptive posture provides for understanding and discovery of the OT digital assets using automated digital asset discovery and maintenance tools. This posture allows plant operators and engineers to develop and understand the plant cybersecurity baseline—what “normal” actually looks like—so they can see anomalies when they occur.
Real-time monitoring and management are needed, including at a minimum automatic device configuration and network management, along with automated IP address management. Operators must know where all the devices are, and how secure each is at any moment. This is the first step in making the security posture adaptive, and transforming from preventive to predictive response.
The plant of the future will integrate operational reliability monitoring, security monitoring, and network monitoring with process monitoring. Detection will be transformed from signature-based detection to anomaly detection.
OT cybersecurity must be integrated with management of change functions, alarm management, safety systems and security information and event management. The entire plant operational system revolves around security and safety. For many process plants, it can be difficult to implement a modern functional security position. This is where companies specializing in cybersecurity can be of assistance to process plants.

Digital transformation is the latest trend that now almost every industry is up-to-date with. However, when it comes to digital transformation, the key element that several people are oblivious to is ‘Networking’. Nevertheless, it depends on the kind of network architecture that we are building. One can always use the old equipment in other parts of the network, and can keep feeding in the new generation network, thereby protecting the entire investment made on networks,” said Mr Verma.
Another challenge that companies face when it comes to adoption of cloud is cybersecurity. Mr Verma believes that cybersecurity is something that needs to come from ‘within’. “Whether it is private cloud or hybrid cloud, networks have to be protected from within. There is framework, which encompasses the security policies to be applied and enforced across the length and the breadth of the network. To enable this, Juniper Networks has created Software-Defined Secure Network (SDSN) that provides end-to-end network visibility, allowing enterprises to secure their entire network, both physical and virtual. Using threat detection and policy enforcement, an SDSN solution automates and centrally manages security in a multi-vendor environment,” adds Mr Verma.
When talking of cybersecurity, threat prevention is always better than cure, and networks are playing an active role in doing so. “If you are monitoring every port in the switch, and if you are also able to enforce your common policy across, whether it is n the switch, routing or server, then the networks do play an extremely important role. The networks should be able to identify the threats and display where they lie,” says Mr Verma. In order to do the same, Juniper acquired Cyphort, a maker of security analytics software for large and midsize enterprises. The Cyphort technology generally increases the efficiency and performance of Juniper’s Sky ATP platform. It allows Sky ATP to support a wider range of file types and new threat-detection functionality that draws from advanced machine learning and behavioral analytics.What is in Store for Networks with Increased Adoption of IoT
With Internet of Things (IoT) becoming a reality, networking will play a strong role in future. Mr Verma says that the challenges in terms of network security will be the fact that ingress points will increase as billions of devices will be scattered all across. However, frameworks such as Juniper’s SDSN framework that enables one to identify and reinforce policies from a central location will make recognizing ingress points easier, says Mr Verma, despite the fact that the threat perception may increase with increased adoption of IoT.
